ACTION REQUESTED:
Request Port Commission authorization for the Chief Executive Officer to change the scope of
this previously authorized project as follows: (1) remove the replacement of the passenger
loading bridge (PLB) at Gate N3 as originally authorized; (2) proceed with design, purchase and
installation of one new PLB and associated fixed walkway section at Gate S3; and (3) add the
refurbishment of the fixed walkway section at Gate S12 at Seattle-Tacoma International Airport.
No new budget is requested in association with these actions. 
SYNOPSIS:
This request makes changes to the scope of the work, but no changes to the budget for the work.
In accordance with Resolution No. 3605, as amended by Resolution No. 3628, this requested
action represents a project change and thus requires Commission authorization. In February the
Commission authorized design and construction related to four aging PLBs. These PLBs 
provide the pathway (jetway) for travelers to walk between Airport hold rooms and the aircraft.
Three changes have occurred since design got underway. First, the Gate N3 PLB is within the
major remodel program for Alaska Airlines that is still being formulated. The intent of the
program is to add three gates to that concourse, which may affect the design and placement of
this and other bridges. Therefore, it is wise to defer final design to avoid potentially having to
relocate the completed bridge foundation and connection to the building in just a few years.
Second, discussions with manufacturers during design determined that the Gate S3 PLB (built in
1973) does not meet current standards and thus is too old for refurbishment. As a result it will be
replaced with a new bridge and an attached fixed walkway section (see Attachment A). Third,
design determined the need to refurbish the interior of the fixed walkway section of Gate S12

PLB. This project was included in the 2012 capital budget and plan of finance. No new
additional budget is necessary to make these scope changes. 
This project is part of the larger Airport effort to replace aging PLBs when prudent at the end of
their useful life just before they become operationally challenging to our airline customers and
require frequent and costly maintenance. Selective choices are made to either replace bridges or
to renovate them as a way to cost effectively maintain the airport wide fleet of PLBs. Green
aspects are included into the design and construction of each PLB.

PREVIOUS COMMISSION ACTIONS OR BRIEFINGS: 
On February 28, 2012, the Port Commission authorized the expenditure of $2,405,000 to design
purchase and install one passenger loading bridge and associated equipment at Gate N3 and to
design and refurbish passenger loading bridges at Gates S3, S4 and S12.
