25 Year Strategic Goals 
Reduce air pollutant emissions by 50% from 2005 levels. 
Lead our industry's greenhouse gas (GHG) reduction strategies by
reducing carbon emissions from all Port operations by 50% from 2005
levels and reducing aircraft-related GHG emissions at Sea-Tac by 25%. 
Meet future growth in energy usage through conservation and
renewable sources. 
Restore, create, and enhance 40 additional acres of habitat in the
Green/Duwamish watershed and Elliott Bay. 
Prevent sprawl in less developed areas of Puget Sound by anchoring our
region's urban industrial land use. 
Ensure all stormwater leaving Port operated facilities will meet or exceed
agency requirements and create partnerships that lead our industry in
stormwater quality improvements.

GOAL: Reduce air pollutant emissions by 50% from 2005 levels 
5-year Milestones: 
Seaport  
Reduce truck DPM emissions by 50% or 1.5 tpy and Ocean Going Vessel DPM
Emissions by 80% or 47.2 tpy 
Update NWPCAS in 2012, setting goals joint goals with Port Metro Vancouver
and Port of Tacoma through at least 2020 for Diesel Particulate and Carbon
Emissions. 
Aviation  
Sea-Tac will improve the overall efficiency of its vehicle fleet by 30% over 2005
levels by 2015.
Investigate alternative fuel options for boiler operations. 
Complete plan for future emission reduction projects.

Measure and report carbon emissions 
Set GHG reduction goals in alignment with WA State reduction goals. 
Aviation  
Complete projects including Pre-Conditioned Air, Electric Ground Support
Equipment, Fuel Hydrant System expansion, and fleet improvements. 
Complete plan for future GHG emission reduction projects. 
Aircraft  
Work with partners to institute Greener Skies at SEA 
NextGen technologies implemented at SEA. 
50 Million gallons per year bio-jet fuel delivery to Sea-Tac.

Seaport  
Complete energy audits at container terminals by 2014 and 2 other properties by 2016. 
Begin implementation of all identified energy conservation projects that have a positive Net
Present Value (NPV). 
Complete one renewable energy generation pilot project. 
Energy usage in 5 years is at or below 2011 annual average. 
Aviation  
Complete energy conservation projects with positive Net Present Value (NPV). 
Meter and monitor to evaluate existing energy usage to identify new conservation projects. 
Perform energy efficiency reviews for all Port sponsored capital projects. 
Update Electrical Resource Plan. 
Reduce Airport data center server power consumption. 
Identify cost effective new renewable energy sources, including geothermal use in new buildings. 
Energy usage in 5 years is at or below 2011 annual average.

GOAL: Restore, create, and enhance 40 additional acres of habitat in the
Green/Duwamish watershed and Elliott Bay 
5-year Milestones: 
Seaport  
Design and construct T-117 habitat mitigation (6 acres). 
Complete plan for enhancement and creation 10 acres of additional habitat.

5-year Milestones: 
Portwide 
Advocate for policies that preserve industrial zoning, maintain economically
competitive utility rates and support completion of transportation infrastructure. 
Seaport  
Help industrial businesses thrive in the complex environmental regulatory
environment, through educational efforts such as ECAP, Energy conservation and
sustainable management policies. 
Encourage brownfields development. 
Support purchase and redevelopment of off-dock container yard property. 
Aviation  
Maximize space closest to the airport for high density airport related use. Specific
projects include cargo facility expansion. 
Break ground on SR 509 extension. 
Update the Airport Master Plan. 
Partner with Sound Transit to extend Link Light Rail.                     7

Complete Comprehensive Water Quality Plan and identify additional 5 year
milestones by the end of 2012. 
Use ECAP and Source Control Grant monies to continue ongoing education and
pollutant reduction from Port and tenant sources. 
Aviation  
Sea-Tac will achieve and maintain 100% Best Management practices for water
quality treatment and flow control over 100% of airport industrial areas. 
Identify and implement off-airport property low impact development practices.
