Exhibit C September 28, 201 1 Port Commission snack Mr. Mark M. Reis ......~ Meetingaw Managing Director Seattle International Airport PO. Box 1209 Seattle, WA 98111-1209 RE: Commission Briefing on "City Center Park-and-Fly Standards" 4800 South i881h Street Dear Mark, SeaTac. WA 98l88-8605 Thank you for inviting the City of SeaTac to brief you on the proposed "City City Hall: 206.973.4800 Fax' 206 97331809 Center Park-and-Fly Standards." In early December 2009, the SeaTac City Council TDD 206 973x2808 formed an Ad Hoc Committee to provide input to staff on an update to the SeaTac Zoning Code, SMC Title 15. The Ad Hoc Committee is comprised of 11 individuals including two City Councilmembers, business owners and residents. In September 2010, the City Corutcil directed staff to focus the Ad Hoc Committee's time on reviewing the existing park-and-y standards and recommending changes to the standards for City Council consideration. The Ad Hoc Committee began this work in November 2010 and over the last 10 months has worked hard to develop the two models being presented. On August 11, 2011, the City's State Environmental Policy Act (SBPA) decision on the proposed "City Center Park-and-Fly Standards" was appealed, and, therefore, is delaying the process. In a recent meeting with Port Staff, the City outlined several reasons why it would be best for the City to wait on presenting the "City Center Park-and-Fly Standards" to the Commission. One, the City's environmental decision on the proposed "City Center Park-and-Fly Standards" is the subject of an appeal, which will be heard by the City's Hearing Examiner and follows a different schedule. Two, the Ad Hoc Mayor Committee is expected to reconvene in November, which may result in changes to Terry Anderson the proposed "City Center Park-and-F1y Standards." Once these issues have been Deputy Mayor resolved the City would be happy to deliver a brieng to the Commission on the Gene Fisher "City Center Park-and-Fly Standards." Councilmembers Rick Forschler Thank you for being patient as we work through all the issues. If you have any Tony Anderson questions please feel free to contact me at (206) 9734816.
