NORTH AMERICA ECOtality Company and GSE Charger Overview Port of Seattle Commission Staff Brieng May 24, 2011 Commission President Bryant, Commissioners, Mr. Yoshitani, my name is Warren Mason. I am Vice President of ECOtality, an EV industry leader, specializing in the design, manufacture and deployment of advanced chargers for electrically-powered airport ground support equipment (eGSE) as well as for commercial and residential EV charge applications. Several weeks ago we filed our response to the charging system RFI (Request for Information) issued by your staff. As such, we anticipate being considered for the award for Sea-Tac ground support chargers when an eventual RFP is proffered by the Port. ECOtality recognizes that the Port staff is designated to conduct the procurement process. However today's Commission meeting has afforded us an opportunity to better inform you about our company and our products, while offering some key points for you to consider as the selection process for eGSE charging units moves forward. First of all I'd like to applaud the Port of Seattle for being a leader in this area. As you know, at most airports throughout the country individual airlines have provided electrically powered ground equipment for their own operations. Very few large airports have converted their entire ground support fleet to electrified rolling stock. It is clear you are truly engaged, truly committed to critical environmental leadership in the airport arena. 2 I'd like to offer a brief history about ECOtality and our industry leading technology: In 1998 in partnership with Southwest Airlines our patented Minit- Charger technology was the first ever fast-charging equipment deployed for eGSE. Currently, ECOtality has more than 500 eGSE charging systems in operation at airports throughout the U.S, Canada and Australia. Our Minit- Charger technology works seamlessly with any electric ground support equipment and has consistently provided long-term, low-maintenance operation. In late 2009, and in large part because of our Minit-Charger technology, ECOtality was chosen by the U.S Department of Energy to lead The EV Project, the largest deployment of electric vehicles and charge infrastructure in history. Indeed, The EV Project is paving the way for the successful rollout of electric transportation across America. As part of The EV Project, ECOtality is in the process of deploying charge infrastructure, approximately 14,000 chargers in 18 major cities and metropolitan areas located in six U.S states and the District of Columbia, including Seattle. ECOtality appreciates the Port using the request for information process to get more data about the capabilities of various vendors in this process before moving to the RFP stage. It is difficult to understand what is available in the marketplace and how it might meet port needs in terms of functionality, cost and convenience unless a RFI process is conducted. With that said and based on the recent RFI, ECOtality has a concern about the charger specifications the Port has indicated must be met to serve the airport GSE fleet. As outlined in our response to the RFI, some of the specifications used in that request for information, while not essential to performance are singularly unique to one of our main competitors. In order to ensure the best and most cost effective system for the Port, as well as a level playing field for all vendors, we request that the Port use performance capabilities as opposed to strict, non-essential, exclusionary specifications that can only be met by one vendor, thus potentially eliminating all others from consideration even before an RFP is proffered. 3 We noted in detail in our response to the RFI that we perform up-to and in many cases exceed the essential performance capabilities as were referenced in the RFI. Our patented technology just gets there in the different way. In fact, our Mini-Charger eGSE products have been shown to perform most of the tasks noted in a less costly, more environmentally-friendly manner and with significant cost advantages both for installation, repair and long-term maintenance. We welcome the opportunity to further discuss our industry leading airport GSE charger products with staff, the Commission and members of the airline consortium that is to be developed to engage in this important project. In closing, ECOtality looks forward to working with the Port of Seattle in its groundbreaking efforts to be the nation's most environmentally progressive Port.
