I learned late Monday afternoon that you will be briefed by SDOT
on Tuesday May 10 regarding West

Mercer Place in relation to the Viaduct project. I am unable to re-arrange my schedule to attend and
testify, but hope that this email reaches you in time. As a resident of Magnolia, and member of the
Neighbor's Advisory Committee for Piers 90 and 91, l was asked to participate in some stakeholder
meetings regarding West Mercer Place. While i can only express my personal views in this email, I
want you to know that l wholeheartedly endorse the following as the correct solution for the Port, the
City and all taxpayers who are interested in maintaining traffic flow for the long term in this corridor,
including freight and for your Pier 91 cruise customers:

1. At this time, no improvements are warranted on West Mercer Place. No actions should be taken
on West Mercer Place that would preclude future expansion of that street in the event that future
traffic does warrant improvements.
2. The southbound left turn pocket from Elliott Avenue onto West Mercer Place must be extended
as
soon as possible.
3. The BAT lanes on Elliott Avenue south of West Mercer Place must be converted back to
general
purpose traffic use, especially during peak hours, in order to allow more signal time for the
southbound left turn movement from Elliott Avenue W to West Mercer Place.
4. The City must ensure that Mercer Street is expanded to 6-lanes under SR 99.
5. Where there is only a single through-lane on Mercer Street, there should not be in-lane bus
stops.

Community Club.  In the event that an MCC representative cannot attend the briefing today,
attached is the MCC's comment letter to SDOT that we asked be entered
as testimony with
respect to w. Mercer Place.

To the extent that the Port has advance notice about
hearings/meetings to which the MCC is
invited or should attend (or consider attending) as a stakeholder or interested
party,

meetings can occur on short notice.  Being a group of volunteers, some of whom also work

Dear Mr. Hahn,

The North Seattle Industrial Association would like to submit the
following comments on
the Mercer West Project.


1.  Extend the southbound dual-leftturn lane
on Elliott Avenue W at W Mercer
Place as soon as possible and no later than by the end of 2011.

2.  Widen Mercer Street between 5th Avenue N and Dexter Avenue N
(under
Aurora Avenue) to provide three through lanes in each direction
plus
auxiliary turn lanes. We believe that this is the highest priority need for the
corridor.

3.  Convert both directions of the Business Access Transit (BAT) lanes
on Elliott
Avenue W south of W Mercer Place back to general-purpose traffic.
Northbound, most buses do not use this section of Elliott Avenue W, and
allowing general-purpose traffic in these lanes during peak hours would
allow more signal time to be allocated to the southbound left turn
movement to W Mercer Place. Southbound, the Rapid Ride and other buses
cut over to use W Mercer Place, while others cut
over at Harrison to continue
to Denny, as well as increased morning rush hour traffic (particularly
taxis)
due to the cruise ship operations at Terminal 91. Often there are bicycles
impeding both directions of the BAT lanes, requiring buses to
merge into the
general purpose lanes, which do not improve transit times.

4.  Do not allow in-lane bus stops on Mercer Street in sections where there is
only a single through lane.

5.  Do not undertake any construction on W Mercer Place until after the
completion of all Deep Bore tunnel and waterfront projects.

6.  Review the operation of each new element of the Mercer corridor after their
completion to determine if any adjustments are necessary.

7.  Review the entire operations of the Mercer Corridor, 15th Ave/Elliott
Avenue/Western Avenue Corridor and Nickerson after the completion of all
Deep Bore tunnel and waterfront projects and report the findings to all
stakeholders.

8.  Funding for the Mercer West project remains uncertain. There is no
assurance that funding will be found to implement this important link in a
successful Viaduct Replacement Program. Timely funding of this project is
essential so that all the W Mercer improvements are in place to
ease access
to the Bored Tunnel and l-5 once the Viaduct is removed and while the
new
Alaska Way is being constructed.

I wish I could do this, but I have a conflict. The Washington Policy Center has
a conference in
Bellevue on freight mobility and tolling, ends after 2.

I notice that that the item about in-Iane bus blockage of the two-lane
portion of West Mercer Street is
not mentioned. Please don't omit this in your briefing. The
spectacle of buses intentionally blocking all
traffic in a freight route is ominous. Support for this idea is
scant, but it is a component of the McGinn
agenda so it is not to be overlooked. Opposition to it has been expressed by the Queen Anne
Community Council, the North End Industrial Association, the Magnolia Community Club (I believe)
and the 15th Avenue coalition.

Wednesday evening is the regular meeting of the Ballard District Council. If after the Commission
brieng you sense that the consensus is unraveling, please let
me know either as a reply to this, or a
voice mail at 206-284-1742.

I appreciate notice of this meeting and the Port's position re: Mercer Place (which I did not receive until 3PM date of
meeting). I'd like to point out that representation by residents along W Mercer Place and the West Mercer corridor
appears to be non-existent while major businesses and industries are given a voice and/or seat at the table. As a
resident along the affected area I consider myself to be "stakeholder" and a member of a group that has been overlooked
by SDOT and now the Port during the planning discussions regarding the West Mercer corridor.

Personally, I favor some of the points presented by the Port, but our "on the street" perspective could provide another
dimension for consideration.
