SUBJECT: DECLARATION OF EMERGENCY

The purpose of this memorandum is to formally inform Commission in accordance with
Resolution 3605, Section 4.2.3.6, that an emergency was declared on February 14, 2011 to
repair and replace shattered apron pavement slabs at Seattle-Tacoma lntemational Airport.

investigation and repairs were made on February 11'h with in-house staff, including Aviation
Maintenance, Facilities and Infrastructure, and CDD Engineering. Aviation Operations
continued hourly monitoring of the aireld pavements in this critical aircraft movement area. It is
anticipated that additional assistance by consultant and contractors will be required to replace
the shattered slabs and subbase materials between Concourse D and the North Satellite
Facilities. There may be additional work necessary to ensure the structural integrity of the
adjacent slabs and ramp.

Initially, we thought that Aviation Maintenance crews could provide temporary repair but it has
become apparent that additional outside resources and equipment will be necessary to replace
the slabs in order to maintain airport operations and minimize any debris that could
cause safety
concerns for the aircraft.

This morning on February 14, 2011, a determination was made that an emergency existed. The
Chief Executive Officer made a finding that an emergency did exist at the Port of Seattle,
Aviation Division and authorized the award of public works contracts to affect the
emergency
response to the pavement failures, per RCW 39.04.020 and RCW 39.04280.
