SUBJECT:  Briefing on the Drayage Truck Registry Implementation 

The purpose of this staff briefing is to provide a report on the implementation of the Drayage Truck
Registry ("DTR") Program, a significant milestone in meeting the Clean Truck Performance Measures as
outlined in the Northwest Ports Clean Air Strategy ("Strategy"). The Strategy was adopted by the Port of
Seattle Commission on January 22, 2008 and requires that 100% of trucks serving Port of Seattle
container terminals have 1994 or newer engines beginning on January 1, 2011. 
To implement the new mandatory rules for drayage trucks, the Port developed the free to register DTR
system to verify engine model year and identify compliant trucks. This year, all trucks must display the
Green Gateway sticker on the driver's door for container terminal access.
To implement the DTR, a cross-functional team of Port staff worked over a 12-month period developing a
comprehensive program which took considerable internal and external coordination. Staff worked with
with marine terminal operators, trucking companies, independent owner-operators and other stakeholders
to promote the program and provide assistance throughout the implementation phase which included:
Development and launch of the DTR database on July 14, 2010; 
Extensive communications and outreach about the mandatory requirements and the DTR; 
Creation and staffing of a near-terminal registration office that opened December 1, 2010; and 
Support for our terminal operators to insure a smooth transition as new rules took effect. 
The program was implemented effectively on Monday, January 3, 2011 with very few trucks turned away
in the first week of enforcement. To date, the DTR has nearly 6,500 trucks registered by approximately
1,200 trucking companies. The average age of registered trucks is 2002. Over 270 trucks with pre-1994
engines have been scrapped through the Puget Sound Clean Air Agency's ScRAPS program, providing a
$5,000 bounty to truck owners.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
