SUBJECT:  Memorandum of Agreement between the Port of Seattle and the International
Association of Firefighters, Local 1257. 
REQUESTED ACTION 
Request for Authorization for the Chief Executive Officer to execute a new Memorandum of
Agreement between the Port of Seattle and the International Association of Firefighters, Local
1257.
BACKGROUND
This agreement covers sixty nine (69) Fire Department employees working in the classifications
of Firefighter, Firefighter Mechanic, Lieutenant, Captain, Training Chief, and Alarm Inspector.
This agreement is for a one-year term, from January 1, 2011 through December 31, 2011. The
current agreement expires on December 31, 2010. 
SCOPE OF THE AGREEMENT 
Term of the Agreement: 
January 1, 2011 through December 31, 2011 
Wages: 
Effective January 1, 2011, base wage rates in effect on December 31, 2010 will be increased by
two and one-half percent (2.5%). In budget mitigation negotiations in February 2009, the
firefighters agreed to decrease their wages by 2.5%. Unlike some bargaining units which 
negotiated mitigation that just impacted their employees in 2009, the firefighters never regained
the 2.5%. For this contract extension, we agreed that the firefighter's wages would be increased
by 2.5% on January 1, 2011, so that their wages would be at the level they would have been had
we not had the budget mitigation agreement. At that point, they would have given up the 2.5%
for a total of 22 months to meet the mitigation target. This change is not a recovery or
reimbursement of their mitigation in 2009. The parties also agreed to a Cost of Living

Adjustment of an amount equal to one hundred percent (100%) of the Seattle-Tacoma-Bremerton
CPI-U, August to August, with a two percent (2%) minimum and a six percent (6%) maximum.
Other Terms and Conditions: 
All other terms and conditions contained in the 2008-2010 Collective Bargaining Agreement
shall remain in effect through December 31, 2011.
