Workers Employed: 2 ACTION REQUESTED: Request authorization for the Chief Executive Officer to execute Interlocal Agreements (IA), substantially as drafted, with the Washington Association of Sheriffs and Police Chiefs (WASPC), to provide mapping services for critical incident planning purposes for the Smith Cove Cruise Terminal (SCCT) at Terminal 91 and the Light Rail Terminal at Seattle-Tacoma International Airport. The current IA obligates the Port to pay $20,653. The IA will be amended if additional facilities can be mapped as funds are available. We are requesti ng authorization up to $300,000 to map additional facilities SYNOPSIS: The IA will allow the Port to continue with mapping of major Port facilities for critical incident planning as part of the statewide first responder building mapping information system. All state and local government-owned buildings are to be mapped for this system. WASPC is authorized under RCW 36.28A.060 to create and operate the mapping system. SeaTac Airport, Piers 66 and 69, and the World Trade Center have been mapped previously using federal grant funds. The SCCT at Terminal 91 and the Light Rail Station at STIA will be mapped under the terms of this agreement using drug seizure funds. COMMISSION AGENDA Tay Yoshitani, Chief Executive Officer April 27, 2010 Page 2 BACKGROUND: Prepared Response's Crisis Management System Rapid Responder is a web-based interactive crisis management tool designed to collect, organize, and securely disseminate critical information needed in an emergency. This information includes mapping, floor plans and other pertinent information that is critical to first responders who are responding to events such as a fire, terrorist incident or active shooter situation. The system has provided critical informati on to officers and firefighters at several major events in Washington State as it is accessible to all responding agencies on mobile data terminals through a password from the host agency. The WASPC is the fiscal agent for the state-wide system that began by mapping schools. The same system has also been used to map the State Capitol Building, the Federal Building and other critical infrastructure. Currently SeaTac Airport, Piers 66 and 69, and the World Trade Center are in the system, funded by a federal grant for infrastructure mapping. To participate in the pricing negotiated by WASPC, and in order to keep our system consistent With the rest of the State, the Commission must authorize an Interlocal Agreement with WASPC. FINANCIAL IMPLICATIONS: The funding for this IA was not included in the 2010 plan of finance. Although federal grant funds are no longer available, the POSPD proposes to continue to add locations that will enhance our ability to respond to Port properties in the event of an emergency or disaster. The current request is for the SCCT at Pier 90/91 and the Sound Transit Light Rail Station at SeaTac Airport, to be funded out of currently available drug seizure monies. As additional narcotics seizure money becomes available, the agreement would be amended up to the $300,000 amount to map additional Port facilities'.
