Good afternoon Port Commission and staff.

My name is Tom Gut, PW Director for the City of SeaTac

Thank you for the opportunity to address you this afternoon.

I am here representing the City and its #1 transportation priority: completion of SR 509 and its

connection to l-5.

We believe that the AWV MOA represents the largest Port contribution to a public roadway project

We see many of the benets and objectives of the AWV identied in the MOA as being the same as the

509 completion project.

0  Improves freight mobility

o Connects the Duwamish industrial area, STIA and l5

0 Supports international trade, aviation, economic development, tourism and passenger terminal

activities.

The 509 completion project currently has solid local support and lacks some of the drama of other

regional projects. The 509 project completed its Federal environmental review and received a Record
of Decision.

The 509 projects provides many benets of regional, state and national signicance:

0 #1 rated FMSIB rated project

0 It improves safety and congestion relief of the |-5 corridor. According to WSDOT, the increase to
roadway capacity will save drivers $100m annually and freight shippers $60m annually
0  It also enables SA to STIA which improves freight and traveler access to the airport.

We respectfully request that if the MOA is approved, the commission would also consider a signicant

Port contribution to the 509 completion project at the appropriate time.

We ask that that magnitude of the Port contribution to AWV not preclude a Port contribution to the 509

project in the future.
