MOTION 
OF THE PORT OF SEATTLE COMMISSION 
AMENDING THE PORT OF SEATTLE CENTURY AGENDA
GREENHOUSE GAS REDUCTION GOALS 
ADOPTED 
APRIL 11, 2017 
TEXT OF THE MOTION 
(as stated for consideration during the meeting of April 11, 2017)
The Port of Seattle recognizes we are already experiencing the impacts of climate
change. The Port of Seattle is committed to reducing the risks from future climate
change, and impacts on human health and the environment. In order to better
align across our region, the Port of Seattle shall make the following changes to the
Century Agenda. The Port shall adopt the following more stringent greenhouse gas
emissions reduction goals:
i.   Scope 1 emissions, which are direct greenhouse gas emissions from Port
owned or controlled sources, shall be:
1.  15 percent below 2005 levels by 2020. This advances the initial
Century Agenda goal by 17 years.
2.  50 percent below 2005 levels by 2030. This advances the initial
Century Agenda goal by 7 years.
3.   Carbon neutral by 2050 OR Carbon negative by 2050. This creates a new
long-term stretch goal.
ii.    Scope 3 emissions are emissions the Port has influence over, not direct control. The
new Port-wide goals for scope 3 emissions shall be:
1.   50 percent below 2007 levels by 2030.
2.   80 percent below 2007 levels by 2050.
STATEMENT IN SUPPORT OF THE MOTION 
The Port of Seattle Commission unanimously chartered the Energy and Sustainability
Committee by motion on January 26, 2016. The charter tasked the Committee to develop and
propose policy directives to help guide the development of policies to support the Port of
Seattle'sCentury Agenda greenhouse gas (GHG) emissions reductions effort, with a focus on
energy efficiency and alternative energy generation. 
Commissioners Felleman and Gregoire were named as Co-Chairs of the Committee. The Co-
Chairs brought together 23 advisors to participate in the formation of the policy
recommendations.
The advisors, from diverse sectors of our community including environmental, business, labor,
social justice, academia, think tanks, maritime, aviation, construction, and government

agencies, met six times as a full group and held a significant number of small work group
meetings. The January 28, 2017, policy recommendations of the Committee work groups, as
briefed to the Commission, are attached. 
The goals proposed today are the Committee's first set of recommendations to support greater
GHG reductions at the Port of Seattle. To help achieve these goals, the Commission requests
that the Environment and Sustainability Center of Expertise (COE) prepare an assessment of the
actions, resources, and timelines necessary to develop and implement Policy Directives for
review by the Commission, informed by the recommendations of the Committee work groups. 
The Policy Directives will incorporate the discussions with the various departments and propose
final Policy Directives for a vote by the Commission. The Policy Directives will include auditable
standards and clear direction for staff to implement the policy. The budget impacts and the
timeline for the proposal of a Policy Directive should be included in any recommendations 
offered by the Center of Expertise back to the Committee. 
The Committee work groups include: 
Regional Goals Alignment work group analyzed the Port GHG reduction goals in relation
to other regional municipalities; 
Energy Production work group developed a framework for analyzing Port projects that
have energy implications; 
Energy Conservation work group developed recommendations around transportation
and leasing policies among other recommendations; 
Equity  work group  developed  recommendations to address  the disproportionate
environmental impact of Port operations on disadvantaged communities, and proposed
broader recommendations impacting port-wide activities. 
STATEMENT OF POLICY DIRECTION 
The COE is directed, within 90 days, to prepare an assessment of the actions, resources, and
timelines necessary to propose, develop, and implement Policy Directives for review by the
Commission, informed by the recommendations of the Committee work groups. The equity
work group also brought forward recommendations that have Port-wide implications that
would be better addressed by a Port-wide interdepartmental team. The COE will convene the
first Port-wide meeting to develop the interdepartmental team. The recommendations from
the interdepartmental team will be incorporated into the COE recommendations. 
The COE is also directed, within 90 days, to provide a 2018 budget proposal for implementation
of the Policy Directives. As these new policies will affect the work of many Portdepartments, 
the COE will meet with key stakeholders across the Port including Project Managers,
Engineering, Finance and Budget, Facilities, lease teams and other teams as necessary. The
Policy Directives will provide clear policy direction with auditable standards and will first be
presented to the Committee Co-Chairs for review and referral to the full Commission.

Limitations of Translatable Documents

Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
