PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 4a Date of Meeting June 25, 2013 DATE: June 18, 2013 TO: Tay Yoshitani, Chief Executive Officer FROM: Stan Shepherd, Manager, Airport Noise Programs SUBJECT: Special Order of Business 2013 Fly Quiet Awards SYNOPSIS: Every year, the Port of Seattle evaluates airlines operating at Seattle-Tacoma International Airport to assess their noise abatement achievements that reduce the impact of aircraft noise on local communities. Airlines excelling in this endeavor are presented with a Fly Quiet Award. Today's presentation will include an overview of the annual Fly Quiet Award Program and announce 2013 award recipients. BACKGROUND: As a component of the previous Part 150 Study adopted in 2000, the Port Commission directed staff to develop and implement the "Fly Quiet Incentive Program." Fly Quiet encourages airline compliance with noise abatement programs and evaluates operational noise levels. The annual Fly Quiet Awards were established by Port staff and a citizen advisory committee as a way to increase airline and pilot awareness of the effect of aircraft noise on local communities. The intent of the program is to motivate airlines to compete for public recognition associated with receiving a Fly Quiet Award, thereby increasing compliance with Sea- Tac Airport's noise abatement efforts. Fly Quiet airline evaluations are based on the following criteria: Airlines must have jet aircraft in their fleet. With the exception of regional carriers, airlines must have at least 1,000 or more jet operations per year at Sea-Tac Airport, monitored by the Airport's flight tracking system. Regional airlines must have at least 365 or more jet operations per year at Sea-Tac Airport. Airlines are rated on compliance with existing noise abatement flight procedures, the Airport's ground run-up rules and regulations and by the overall noise level of operations, captured by the Airport's close-in noise monitors. COMMISSION AGENDA Tay Yoshitani, Chief Executive Officer June 18, 2013 Page 2 of 3 Three Fly Quiet Awards of equal merit are presented annually: Fly Quiet Bravo Award Quietest of the top five airlines at Sea-Tac (based on total number of operations). Fly Quiet Award Quietest of all other jet airlines operating at Sea-Tac. Fly Quiet Regional Airline Award Quietest of all regional jet airlines operating at Sea-Tac. 2013 FLY QUIET AWARD RECIPIENTS: Fly Quiet Bravo Award Alaska Airlines Fly Quiet Award Frontier Airlines Fly Quiet Regional Airline Award Air Canada Jazz Recognition of the 2013 Fly Quiet recipients includes public acknowledgment during the Commission presentation, a press release and congratulatory notices placed in local newspapers, and banner announcements located in the Sea-Tac Airport terminal. June 24, 2008 Commission acknowledged SkyWest Airlines, Horizon Airlines and CargoLux as 2008 recipients. April 28, 2009 Commission acknowledged Air Canada Jazz, Virgin America and Federal Express as 2009 recipients.
