m item No.: 7a , I P0H: Date of Meeting' July 13 2010 of Seatt e ' MEMORANDUM Date June 23, 2010 TO: Tay Yoshitani, Chief Executive Officer FROM: Ralph Graves, Managing Director, Capital Development Ray Rawe, Chief Engineer SUBJECT: DECLARATION OF EMERGENCY On June 22d at approximately 1530 the vessel Rustler moored at Fishermen's Terminal Northwest Dock sank over a 5 minute period. The vessel is 65' in length and appeared to be a tugboat style vessel that has not left the Terminal in over 5 years. The terminal staff responded to the initial release and NRC Environmental Services was called in under an existing contract to assist with the diesel fuel that was coming to the surface. At approximately 5:30 the Washington Department of Ecology and the United States Coast Guard responded onsite. The Coast Guard contracted Global Diving and Salvage to respond to the threat of petroleum left on the vessel. Global was onsite as hired by the USCG and was beginning diving and salvage operations at 2030 hours. Global divers estimated there to be nearly 180 gallons of diesel fuel in the starboard tank and about the same in the portside tank with a total of nearly 200 gallons already in the water being recovered by NRC Environmental Services. Global Diving and Salvage will complete the salvage work associated with the vessel for the USCG and the Port will be left with the submerged vessel at the clock. It is in the best interest of the Port to remove the vessel from the water to prevent any other fugitive sheens from occurring while the vessel is submerged. The Seaport Environmental Department does not currently have a diving and salvage contract that will allow for the raising and demolition of the vessel. To mitigate any further damage to the environment or to Port facilities, staff requests that the Chief Executive ofcer make a finding that an emergency exists at the Port of Seattle, Fisherman's Terminal and authorize purchases, use of Port crews, consulting services and award of public works contracts to effect the emergency, per RCW 39.04.020 and RCW 39.04.280. 6'23 ~/0 REQUESTED: l/Mfw [momma/WWW. / _m Item No.2 73 Supp Date of Meeting: July 131 2010 Vessel Rustler sinks at Fisherman's Terminal June 22, 2010
