SUBJECT: Agreement with Transportation Security Administration (TSA) for International
Arrivals Facility (IAF) 
ACTION REQUESTED 
Request commission authorization for the Executive Director to execute an agreement with the
Transportation Security Administration for maintenance and facility needs associated with
operation of the TSA baggage screening machines, to procure two federally approved crane
hoists, and execute agreements with TSA rigging companies at a cost of $200,000 for Seattle-
Tacoma International Airport to aid federal government contractors in case the International
Arrivals Facility screening machines require heavy maintenance.

EXECUTIVE SUMMARY 
The IAF Design-Builder's installation of baggage inspection machines did not meet the overall
intent of the TSA specifications. Port staff helped mitigate cost exposure for the program and
design-builder by negotiating an alternate means for heavy maintenance activities.  Port staff
mitigation enabled the design-builder to avoid having to replace overhead structural steel above 
the machines.
The mitigation required negotiation by the TSA and its maintenance contractors. The negotiated
agreement requires the Port to relocate the machines to a suitable location using certified rigging
companies and acquire special crane hoists to aid federal maintenance contractors make repairs
to the machines.
An intergovernmental agreement requires commission authorization according to Port
delegation of authority policy.  Earlier authorized IAF budget will be used to acquire the two
cranes, therefore no additional financial budget authorization is required or included within this
request.  In the event that heavy maintenance repairs are needed in the future, the costs for
utilizing rigging company services would be covered by the Airport's operational budget.

International passenger service requires travelers'  bags to be scanned by TSA machines.
Operational integrity requires that maintenance can be performed on the scanning machines.
Customer service and operational needs require that the Port acquire federally approved cranes,
and execute agreements with the TSA and selected federal contractors to perform maintenance
on the machines owned by the federal government.
