Item Number: 7b_motion Meeting Date: February 25, 2020 1 MOTION 2020-04: 2 A MOTION OF THE PORT OF SEATTLE COMMISSION 3 4 directing the acceleration of the sound insulation 5 program at Seattle-Tacoma International Airport. 6 7 PROPOSED 8 FEBRUARY 25, 2020 9 10 INTRODUCTION 11 12 On October 11, 2013, Resolution No 3683 was passed by Commission approving the Part 150 to be 13 submitted to the FAA for review. The FAA issued a P150 record of approval June 5, 2014. While p ast 14 implementation was limited due to funding availability, significant work was completed. However, critical 15 elements of the program remain. Accelerating the remainder of sound insulation programs is essential to 16 providing relief to those local communities impacted by aircraft noise. 17 18 TEXT OF THE MOTION 19 20 The Port of Seattle Executive Director shall take necessary actions to accelerate the airport sound 21 insulation program. The Executive Director shall implement the recommended structure, staffing, 22 funding, resources, consulting, and contracting to ensure a timely delivery of the program. Port staff shall 23 brief the Commission Aviation Committee regularly on progress on the development of the program and 24 implementation. 25 26 The Port shall also continue staff efforts to coordinate with other public agencies to ensure that our sound 27 insulation program is complementary to, and not duplicative of nor harmful to, other public agency 28 programs intended to provide low income housing, energy upgrades, and other community benefits. 29 30 The Port shall update the Commission on a preliminary implementation plan of the approval of the 2021 31 budget.
