7                           for  policy  governing  the  use  of  public-facing  biometric

13                                              TEXT OF THE MOTION

15    The Port Commission hereby extends the deadline for the following: 
16 
17        (1) Policy recommendations on the use of public-facing biometric technology at Port
18            facilities to be delivered to commission from end of first quarter of 2020 to June 30,
19            2020.

21        (2) Policy for governing the use of of public-facing biometric technology at Port facilities to
22            be delivered to commission from end of second quarter of 2020 to August 31, 2020.

24                                     STATEMENT IN SUPPORT OF THE MOTION

26    On December 10, 2019, the port commission approved Motion 2019-13 which adopted guiding
27    principles for the public-facing use of biometric technology at Port of Seattle maritime and
28    aviation facilities; established a working group and an external advisory group to develop policy
29    recommendations governing public-facing biometric use at the port; and directed a policy to be
30    developed.

32    On January 7, 2020 a Port of Seattle Biometric Special Committee at was established and
33    chartered to review policy recommendations and policies developed by the working group and
34    reviewed by the external advisory group. On February 25, 2020, the Port Commission received
35    an update on the progress of the working group and external advisory group and reviewed the
36    first set of policy recommendations for biometric air exit at Seattle-Tacoma International 
37    Airport (SEA). On March 10, 2020, the Port Commission authorized the Executive Director to
38    award a contract for a biometric air exit system at up to 30 international gates at SEA and
39    approved the policy recommendations for biometric air exit directing the Executive Director to
40    develop a policy on biometric air exit.

43    Due to the impacts of the COVID-19 public health emergency, the working group and external
44    advisory group have not been able to review policy recommendations for the remaining four
45    use cases: Biometric Air and Cruise Entry, Non-Federal Biometric Passenger Processing,
46    Biometrics for Customer Functions and Biometrics for Law Enforcement and Security Functions.

48    An extension to the deadline for policy recommendations would allow for more engagement
49    and feedback from the external advisory group on the remaining policy recommendations. It
50    will also allow additional time for the working group to develop policies once policy
51    recommendations have been reviewed by the Biometrics Special Committee and approved by
52    the Commission.
