COMMISSION
AGENDA MEMORANDUM Item No. 6c
ACTION ITEM Date of Meeting April 14, 2020
DATE: April 3, 2020
TO: Stephen P. Metruck, Executive Director
FROM: Eileen Francisco, Acting Director, Aviation Facilities and Capital Programs
Wayne Grotheer, Director, Aviation Project Management Group
SUBJECT: Professional Services Contract for the Airport Terminal Solid Waste Project (CIP
#C800945) (Short Form)
Amount of this request: $600,000
Total estimated project cost: $6,400,000
ACTION REQUESTED
Request Commission authorization for the Executive Director to execute a contract for the
Terminal Solid Waste Project at the Seattle-Tacoma International Airport for an estimated value
of $1,500,000. The amount of this request is $600,000 with a total project estimated project
cost of $6,400,000.
SUMMARY
The purpose of the project is to expand capacity and improve sanitary conditions of the
Airport's terminal solid waste (garbage, recycling, and compost) infrastructure. The project
addresses regulatory requirements identified during recent Food and Drug Administration
(FDA) site visits. The purpose of this request is to obtain authority to award a project specific
design contract. Commission approved the design and preparation of bid documents for the
project on October 8, 2019.
The initial design strategy for this project was to utilize an existing Indefinite Delivery Indefinite
Quantity (IDIQ) professional services contract. Due to the complex nature of the project's
multiple locations and timeline requirements, design fee proposals from several existing on-call
design consultants exceeded expected costs and the limits of the IDIQ contract's available
capacity. This Commission authorization allows for a new, competitively selected, projectspecific
contract to design this project. This action ensures a quality and cost effective design
approach through a consistent designer for the life of the project.
This procurement will have a 10% Diversity in Contracting aspirational goal. Staff anticipates
that the project will be delayed approximately nine months and the project cost will increase
slightly but will not have a revised estimate until further into design.
