Bernedine Lund, resident of Federal Way, a member of Quiet Skies Puget Sound and 
work with 350 Seattle. 
It is hard for the public to understand the differences between the approvals needed for
growths at the PoS.  Changes over the years that seem small individually are often
directed toward increased flights. For example, the expansion of C-1 building is another
change that will lead to the ability to process more flights. However, the reviews of
these changes do not include the effects of increased flights on local sound levels and
air quality.
The reviews of the plans are also hard for the public to read, making it hard for the
public to understand what the port is doing. For example, the SEPA DETERMINATION
for C-1 building expansion has a Flesch reading score of 8. The reading score ranges
from 0-100 where a higher score means it is easier to read. It also has a Flesch-Kincaid
grade level score of 19. Preparing documents with these scores is a good way to hide
from the public the issue that more space in Building C-1 is one small step toward
increased flights.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
