Maintenance Contract Authorization (Short Form) 
Amount of this change order:         $1,600,000 
ACTION REQUESTED 
Request Commission authorization for the Executive Director to execute a change order with L3
Harris  for  the  Aviation  Flight  Tracking,  Permanent  and  Portable  Noise  Monitoring  and
Complaint Management System in an amount not-to-exceed $1,600,000 for a term of up to five 
years. This reduces cost for an increased length of the contract. 
SUMMARY 
As a function of the Aviation Environment and Sustainability Department, the Noise Programs
Office operates a noise and operations monitoring system to ensure airline compliance with
noise abatement procedures, investigate citizen inquiries, and provide information to the
public, airline partners and the Federal Aviation Administration (FAA). Twenty-four permanent
and two portable noise monitors located throughout the region record sound levels which are
correlated with flight track data to provide information for the Annual Fly Quiet Awards
program and assist with updating the Port's website. This contract also includes maintaining a
complaint receiving and filing system that is capable of correlating complaints with flight tracks. 
Annual maintenance and license fees for the current system, procured via a competitive
procurement in 2014, are provided by L3 Harris. In exchange for a contract with a five-year
term, L3 Harris has offered a discount of approximately 15% over a year-to-year payment
alternative. No changes to the current level of service are included with the new contract. The
estimated amount of the contract includes a 9% contingency to accommodate expansion if
needed. 
This request was removed from the Commission consent agenda at the August 11, 2020,
meeting due to additional questions presented to the Commission through public comment.
Those questions have been addressed by staff to the Commission separately from this memo.
Staff from the Airport Noise Office will be available at the meeting to answer any questions.
