My name is Varin Keokitvon. Chef instructor at Seattle Central College and Former Executive Chef at Heartwood
Provisions in downtown Seattle. In October 2019, I was fortunate to be selected as the winner of "Taste of the
Region" culinary competition hosted at Seatac Airport. After the winners were announced, my wife and entire
family were ecstatic! We thought, what a life changing opportunity this would be for our family!
Being an immigrant from Laos and raised in Rainier Beach, nothing came easy and hard work and sacrifice come as
second nature to me. I know that opening a business in the airport is a gigantic investment and that the opportunities
generally are hard to come by. This is the break and opportunity we needed to get a head start and it is very
important to me that the ADR Food Incubator come to fruition. My goal has always been to own and operate a
small food business and the ADR Food Incubator would allow us an equitable chance to showcase our skills and the
cuisine of Laos to literally everyone around the world at Seatac Airport.
I understand that Covid-19 has put pressure on everyone globally and that this project might not be the most urgent
but please consider approving the ADR Food Incubator as it is a tremendously important stepping stone for me, my
family, and those that will utilize the food incubator to propel themselves after me.

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
