I would like to submit the following written comment for the Port meeting on Tuesday:

Commissioners,
I would like to comment on Action Item 8i, Adoption of the 2021 Local and Regional Government Policy Priorities for
Staff to Engage with Local and Regional Officials and Other Partners in Support of These Priorities.
In it you refer to plans for Climate, Energy and Sustainability, including efforts to reduce carbon emissions, and King
County as one of your partners. King County is going to count 100% of uploaded fuel (not 10% as you do) in their
inventory and climate goals, so you must do the same, and be in alignment with local partners.
You also refer to Sustainable Airport Master Plan Near-Term Projects, including expansion to meet anticipated passenger
and cargo demand. Expansion is completely incompatible with local, regional, and global climate goals. It's even
incompatible with the Port's own goal to reduce airplane emissions by 80% by 2050, especially if you account for 100% of
the fuel uploaded, as you should.
Please remember that AIRPLANE EMISSIONS HAVE 3 TIMES GREATER WARMING IMPACT ON CLIMATE THAN
ON-THE-GROUND EMISSIONS, making reducing aviation even more critical than its carbon emissions might indicate.
Here is the latest scientific study to quantify the factor of three: (The contribution of global aviation to anthropogenic
climate forcing for 2000 to 2018)

Sincerely,
Laura Gibbons
