SUBJECT:  Police Body Camera System Contract Authorization 
Contract Value:                       $1,200,000 
ACTION REQUESTED 
Request Commission authorization for the Executive Director to execute a contract for Police
Body Camera equipment, digital storage, and evidence management for a period not-to-exceed
five years in an amount not-to-exceed $1,200,000 over the five-year period. There is no funding
request associated with this authorization. 
SUMMARY 
Washington State Substitute House Bill 1223, which passed into the Session Law of 2021 in
Chapter 329, requires the digital recording of certain custodial interrogations by 1/1/2022. It
has been determined that Police body-worn cameras are the most feasible way to meet this
requirement. Also supporting this procurement and the development of a body-worn camera
program for the Port of Seattle Police Department is a recommendation by the Port of Seattle
Task Force on Policing and Civil Rights which was presented to the Port of Seattle Commission
on 9/14/21. 
In addition to meeting the legislative change requirement, there are benefits to body-worn
cameras such as increased transparency and accountability. When an officer is interacting with
someone or responding to an incident, the camera will be activated. In the event a complaint
of misconduct was received against the officer, the department will have immediate access to a
recording of the event. 
Authorization of this contract, procured per Port of Seattle policy, will include body camera
equipment, digital storage, and an evidence management system for all Port of Seattle police
officers. Annual costs will be budgeted in the Port of Seattle Police Department operating
budget.
