  • THE FIRST PRIDE MARCH BEGAN AS AN LBGTQ CIVIL RIGHTS MOVEMENT IN 1970 OVER PROTESTS FOLLOWING THE NEW YORK CITY POLICE RAID OF THE STONEWALL INN, A GAY/TRANSGENDER BAR ON JUNE 28 1969
  • THERE HAS BEEN MUCH SOCIAL PROGRESS SINCE THEN INCLUDING THE LATEST LANDMARK SUPREME COURT RULING THAT FEDERAL DISCRIMINATION PROTECTIONS EXTEND THE GAY AND TRANSGENDER WORKERS
  • SO EMPLOYEES CANNOT BE FIRED UNDER THE FEDERAL LAW SIMPLY BECAUSE OF THEIR GENDER IDENTITY OR SEXUAL ORIENTATION
  • THIS YEAR MANY PARTICIPATED IN LAST SUNDAY'S SEATTLE PRIDE WEEKEND, EVENTS, AND A VIRTUAL PARADE
  • THE PORT OF SEATTLE'S PRIDE EMPLOYEE RESOURCE GROUP HAS BEEN ACTIVE IN RAISING AWARENESS OF SOCIAL ISSUES
  • NOW MOVING ON TO THE PRIMARY TOPIC FOR TODAY'S SPECIAL MEETING
  • OVER THE PAST FEW WEEKS, HUNDREDS OF THOUSANDS ACROSS OUR NATION GATHERED TO PROTEST AND CONTINUE TO PROTEST THE UNJUST DEATH OF GEORGE FLOYD, BRIANNA TAYLOR, MANUAL ELLIS, RICHARD BROOKS, AHMED ARBURY, AND MANY OTHER BLACK AMERICANS WHO'VE DIED AT THE HANDS OF POLICE REFLECTING A DEEPLY DISTURBING PATTERN OF SYSTEMIC RACISM IN OUR COUNTRY THAT CONTINUES TO SEVERELY IMPACT OUR CITIES, COMMUNITIES, AND ESSENTIAL INSTITUTIONS
  • HOW MANY MORE WILL DIE BEFORE WE TAKE COLLECTIVE ACTION? WIDESPREAD PROTESTS ACROSS THE NATION HAVE PROVIDED US WITH AN OPPORTUNITY FOR DEEP INTROSPECTION OVER THE CENTURIES OF RACISM AND OPEN WOUNDS THAT HAVE CLEARLY NOT YET HEALED IN THIS COUNTRY AND FOR THE COMMUNITY MEMBERS TO SHARE THEIR PAIN, ANGER, AND GRIEVING, ORGANIZE, CHALLENGE HEAD-ON, THE ESTABLISHED PATTERN OF BRUTAL PRACTICES AND SYSTEMIC RACISM THAT HAVE RESULTED IN SO MANY CRUEL AND UNJUST DEATHS OF BLACK PEOPLE IN PARTICULAR
  • THIS IS A SEVERE NATIONAL CRISIS OF HISTORIC PROPORTION THAT DEMANDS IMMEDIATE ACTION FOR BROAD SOCIAL CHANGE TO END SYSTEMIC RACISM
  • THIS IS WHY WE'RE HERE TODAY
  • THE PORT OF SEATTLE HAS A RESPONSIBILITY DURING THIS CRITICAL MOMENT IN HISTORY TO ENSURE THAT OUR PORT POLICE ARE HELD TO THE HIGHEST NATIONAL STANDARDS ACHIEVABLE FOR PUBLIC SAFETY, PROTECTION OF CIVIL RIGHTS, EQUITY, ACCOUNTABILITY, AND OVERSIGHT

  • PORT POLICE HAVE A TOUGH JOB OF PROVIDING PRIMARY LAW ENFORCEMENT SERVICE TO PORT OWNED FACILITIES AT THE AIRPORT, HARBOR, AND SEAPORT
  • THEY ARE NOT THE MALL POLICE
  • BUT RATHER THEY INTERACT DAILY IN CHALLENGING SITUATION, SOMETIMES DANGEROUS, WITH FEDERAL OFFICERS INCLUDING AT TSA, CBP, FAA, AND THE US COAST GUARD AND AT TIMES WITH LOCAL JURISDICTIONS THROUGH MUTUAL AID
  • ROUTINE POLICE ACTIVITIES AND SOMETIMES COMPLEX OPERATIONS ARE PART OF THEIR WORK
  • I APPRECIATE EXECUTIVE DIRECTOR METRUCK FOR TAKING DIRECT INITIAL ACTION ON THE TOPIC OF POLICING PRACTICES AND CIVIL RIGHTS PROTECTIONS
  • WITH THE ANNOUNCEMENT THAT HE MADE AT OUR LAST COMMISSION MEETING HE CALLED FOR AN IMMEDIATE BAN ON COKEHOLDS IN PARTICULAR AND IMPORTANT OTHER ACTIONS

  • THE QUESTION BEFORE US TODAY, THE ASSESSMENT OF POLICING PRACTICES AT THE PORT OF SEATTLE, COULD EASILY BE CONSIDERED WITHIN THE CONFINES OF OUR INSTITUTION
  • IN THAT CASE, OUR EFFORTS WOULD BE SIMILAR TO ANY REGULAR ASSESSMENT OF ONE OF OUR OPERATIONS DEPARTMENTS
  • WE MIGHT ACTIVATE OUR AUDIT TEAM TO EXAMINE PRACTICES, WE MIGHT HIRE AN OUTSIDE CONSULTANT TO COUNSEL US ON BEST PRACTICES, AMONG SIMILAR DEPARTMENTS AT PEER ORGANIZATIONS, AND WE MIGHT PLAN FOR NEW HIRING AND TRAINING PRACTICES TO IMPROVE PERFORMANCE IN AREAS OF WEAKNESS

  • FOR WE HAVE TASKED THEM WITH PROTECTING AND SERVING EVERYONE IN OUR JURISDICTION AND WE HAVE EMPOWERED THEM WITH GRAVE POWERS: THE USE OF DEADLY FORCE AND THE DEPRIVATION OF INDIVIDUAL LIBERTY
  • BY CONFERRING THOSE POWERS TO OUR POLICE DEPARTMENT, WE AS AN ORGANIZATION, TAKE ON AN ADDITIONAL RESPONSIBILITY: TO ENSURE THAT THOSE POWERS ARE ONLY EVER USED WHEN NO OTHER ALTERNATIVE IS AVAILABLE TO PROTECT AND TO SERVE
  • EXECUTIVE DIRECTOR METRUCK TOOK EXECUTIVE ACTION LAST WEEK TO IMMEDIATELY IMPLEMENT A NUMBER OF REFORMS WHILE THOSE ARE REASONABLE AND MEASURED, THEY ARE JUST A FIRST STEP TOWARD A MUCH MORE THOROUGH EXAMINATION OF POLICING PRACTICES

  • THE GOAL OF THE TASK FORCE WILL BE TO RECOMMEND SUBSTANTIVE CHANGES THAT MOVE US TOWARD A GOAL OF ELIMINATING BIAS AND UNDUE USE OF FORCE AND TO IDENTIFY AREAS IN WHICH WE HAVE EXPANDED THE SCOPE OF OUR POLICE BEYOND THEIR MISSION

  • LET ME CONCLUDE MY REMARKS WITH AN ANECDOTE THAT A NUMBER OF MEMBERS OF OUR PORT FAMILY HAVE SHARED WITH ME
  • IT IS AS STARK A REMINDER OF THE REALITY OF SYSTEMIC RACISM AS ANY EXAMPLE
  • I, AS A FATHER OF TWO YOUNG BOYS, HAVE NEVER ONCE CONSIDERED SITTING THEM DOWN TO DISCUSS HOW THEY SHOULD HANDLE AN INTERACTION WITH POLICE
  • HOWEVER, PARENTS OF BLACK CHILDREN, BLACK BOYS IN PARTICULAR, HAVE SHARED WITH ME THE NEED TO DO JUST THAT
  • IN A NUTSHELL, THAT IS WHAT OUR COMMUNITY MEMBERS ARE ASKING FOR-- A WORLD IN WHICH THE CHILDREN OF BLACK AND BROWN FAMILIES CAN SAFELY ASSUME THAT THE POLICE ARE A FORCE FOR GOOD IN THEIR COMMUNITIES, THAT THEY HAVE NO REASON TO FEAR FOR THEIR OWN LIFE AND SAFETY WHEN INTERACTING WITH THEM, AND THAT THE POLICE ARE THERE TO PROTECT AND SERVE THEM AS WELL
  • IN SO MANY WAYS OUR PORT POLICE DEPARTMENT HAS BEEN ON THE LEADING EDGE OF BEST POLICING PRACTICES

  • YET HIS ACTIONS, IT ERODED THE THE TRUST AND THE LEGITIMACY OF LAW ENFORCEMENT THAT I AND MANY, I'LL SAY MOST OF MY COLLEAGUES IN LAW ENFORCEMENT, THAT WE'VE WORKED TO BUILD
  • I'VE BEEN IN LAW ENFORCEMENT FOR 30 YEARS AND DURING THAT 30 YEARS I HAVE SOUGHT TO AND I'VE TREATED PEOPLE OF ALL COLORS WITH RESPECT AND DIGNITY
  • I WORKED IN ONE OF THE MOST DIVERSE COMMUNITIES IN THE STATE IF NOT THE NATION AND I HAVE WORKED AND WORK TO ENSURE THAT I DON'T VIOLATE CONSTITUTIONAL RIGHTS
